Link on a page that will allow public users to create a child page of the one they're vieweing?

This will ideally link directly to the _NewPage editor, but with the parent page set to People, the title preset to People-, and the template predefined as people-template
Is this possible?

Yes, you can create a link to the _NewPage form and specify the template to use, like this:
/_NewPage?template=people-template
