Can I use HTML for the banner instead of an image?

Yes, this can be done by editing the Layout. Go to Settings -> Design -> Layouts to edit the HTML structure of your site. There you'll find the HTML that makes up the header area, which you can edit as an HTML source page in EditMe. This feature requires the Professional plan.
