Can I disallow a registered user who can edit a page, to not add a child page to that page?

Yes, this is possible. The ability to create new pages is controlled at the site level. The ability to relate child pages requires editing access to the Parent page. So you can allow Registered users to edit pages on your site, but not create them. This is controlled in Settings -> Access Controls -> Site Security.
