No, Forum topics are not threaded. Each topic has its own replies, but they are in a time line list rather than branch threaded. There isn't currently a branch threaded messaging feature for EditMe.
You might considering using the forms (or EditMe pages with comments) a bit differently to capture the granularity of interaction you're going for.
